Rose was a Detective in the Homicide department of the Los Angeles Police Department, and partners with Rusty Galloway.

He is first seen investigating the murder of Scooter Peyton, in which he briefed Officers Cole Phelps and Ralph Dunn once they arrived at the crime scene for an evidence search. After Phelps and Dunn did some digging, they found the the murder weapon and arrested the killer, Errol Schroeder. At Schroeder's apartment they found Rose's name in a notebook owned by Schroeder, hinting at Rose's corruption and taking bribes.

Rose's final appearance is on Phelps' first day in the Traffic department. When Phelps entered the briefing room, Rose was one of the Detectives also in the room.

Once Phelps was transferred to the Homicide department, it is revealed that Rose had taken an early retirement, albeit under shady circumstances. Phelps replaced Rose as Galloway's partner.

Not much is known about Peyton, besides he was an African American, and supposedly worked for Errol Schroeder. Peyton was shot and murdered in an alleyway on Industrial Street. Homicide Detectives Floyd Rose and Rusty Galloway were sent to investigate. However, they struggled for leads, and could not find the murder weapon. They did not seem interested in the case at all.

Peyton's body was bagged and taken to Central Morgue by Malcolm Carruthers. Patrol Officers Cole Phelps and Ralph Dunn were later called for an evidence search, during which they found a Smith and Wesson Model 27. revolver on the roof of a nearby building. Tracing the gun to it's owner, their investigation lead them to arrest Schroeder, though it is uncertain if he was truly was the murderer. Schroeder's motive for murdering Peyton is also unknown.

During the investigation of Scooter Peyton's murder, Officers Cole Phelps and Ralph Dunn found a Smith & Wesson Model 27 revolver, nickel-plated with pearl grips. Using the serial number, they traced the owner, Schroeder to his apartment on Boyle Heights, 203 South Gless Street.

Scooter Peyton의 살인사건을 조사하는 동안 Phelps와 Dunn은 진주 손잡이에 니켈 도금된 스미스 앤 웨슨 모델 27 리볼버를 발견하게 된다. 등록번호를 이용하여 그들은 주인인 Schroeder를 추적하여 그의 집인 Boyle Heights의 South Gless Street 203번지로 간다.

The two arrived, with Phelps asking if he was the owner of the revolver, to which Schroeder didn't deny. Phelps then revealed that Scooter Peyton was murdered by the same weapon. However, Schroeder denied being the murderer, and in fact employed Scooter. Schroeder attempted to find his gun in his apartment to absolve himself, however the gun wasn't there, prompting Phelps and Dunn to arrest him. Schroeder retaliated, knocking out Dunn and starting a fistfight with Phelps, but was subdued.

Phelps는 도착하자마자 총의 주인이 맞냐고 묻고, Schroeder는 부정하지 않는다. 그러자 Phelps는 그것이 Scooter Peyton를 살해한 흉기라고 밝힌다. 그러나 Schroeder는 Scooter를 고용한 건 맞지만 그를 살해한 건 아니라고 주장한다. Schroeder는 자기가 총을 갖고 있다는 걸 보여주려고 찾지만 총은 없었고, 이에 Phelps와 Dunn은 그를 체포하려 한다. 그러나 Schroeder가 저항하면서 Dunn을 때려눕히고 Phelps와 싸움을 시작하지만, 곧 제압된다.

Phelps proceeded to search the apartment and found a notebook containing a list of names and numbers, including Homicide Detective Floyd Rose. The notebook was likely a payroll and indicating Rose's corruption from taking bribes. Coincidentally, Floyd was one of the detectives initially investigating Peyton's murder. Phelps, however, dropped the lead and phoned in KGPL. Schroeder was imprisoned for murder, however his motive remains unknown.
