Franco Forelli is the Don of the Forelli family in 1998. He is diminutive, very greedy, has Mayor RC Hole in his pocket, and has always been a thorn in Salvatore Leone's side. Although he never appears in the game, he is mentioned quite often by Salvatore.

Daniel Sucho is one of the best street racers in Portland, and regularly competes against other drivers. Toni Cipriani's mother tells Toni that Sucho is a real man who respects his mother and that Toni should prove himself by beating Sucho in a street race. Toni not only wins the race, but he also kills Sucho to prove to his mother that he is the bigger man.
