Steve Scott is an aging, degenerate porn film director at Interglobal Films. He is obsessed with directing "artistic" pornography involving giant sharks and space aliens (parodies of the Steven Speilberg films Jaws and Close Encounters of the Third Kind, respectively). When Tommy meets Scott, his career is in shambles, as his ideas for adult films have become so bizarre that no one wants to give him funding. Tommy purchaes Scott's company and revitalizes his career, turning Scott into one of his pawns in a takeover of Vice City's porn underground.

"Big" Mitch Baker is a Vietnam veteran turned head of Vice City Biker Gang, a parody of the Hells Angels. Before coming to Vice City he was a Vietnam War veteran who earned the Purple Heart during the siege of a Viet Cong base camp. He became disillusioned with his poor treatment upon returning home, especially from police officers, and joined up with the bikers. Tommy meets him while looking for freelance security for a rock concert (a parody of the Hells Angel's involvement at the disastrous Altamont Music Festival). After Tommy earns the biker's respect, they go to work for him as branch of his drug empire.

"Big" Mitch Baker는 Hells Angels(미국과 캐나다에 실재하는 폭주족 이름)의 패러디인 Vice City Biker Gang의 두목으로 바뀐 베트남전 베테랑이다.
