SUBJECT : IDENTIFICATION OF POSSIBLE SOVIET BIOWEAPONS TESTING FACILITY

1. I am transferring to the National Security Council a full operational analysis of mosaic images received from the DS&T Corona Reconnaissance satellite system dated 13 Oct 1965. Surveillance photos (TAB A) show what can only be described as a military settlement on the Vozrozhdeniya Island (translates: "Rebirth Island") in the Aral Sea between the regions of Kazakhstan and Uzbekistan.

2. Geographical assessment (TAB B) based off location, recent HUMINT, and historical records confirm a theoretically ideal site for the open-air testing of biological weapons. Its insular location, sparse vegetation, hot dry climate, and sandy soil that reach temperatures upwards of 140˚F protect the area from the transmission of weaponized pathogens outside the confines of the facility. In addition, surrounding deserts and its island locale offer general security with its overall isolation.

3. Documents recovered during the Occupation indicated Japanese biological weapons research in Manchuria on the part of the Imperial Army's covert R&D group Unit 731 (TAB C). With the Soviets in control of that region following V-J Day, this research has since been acquired and implemented on the part of the Soviet Union (assumptions based off Khabarovsk War Crimes Trial testimony from Unit Chief, Major General Kawashima Kiyoshi (et al) between 25-31 Dec 1949 (TAB D)).

일본군 비밀연구개발 731부대(별첨 C)가 만주에서 벌인 일본계 화학무기 연구를 접수하는 과정에서 문서들이 발견됐습니다. 대일 전승 기념일 이후 해당 지역을 점령하고 있는 소련군에 의해, 이 연구는 소련이 접수하여 자신들의 도구로 만들었습니다(1949년 12월 25일~31일 사이에 카와시마 키요시 소장 겸 부대장 외 다수를 회부한 하바롭스크 전범재판(실제로 관동군 지휘부와 731부대 관계자들을 강제노동형에 처했던 전범재판)(별첨 D) 당시 탈취한 것 같습니다).

4. Recommend opening operational study of direct confirmation of proposed theories and, if need be, the subsequent sabotage of the Rebirth Island facility via covert action.
